PSC inspection MoUs came into force in 1982 with the original intention of being a back up to flag state inspections. Over the years the
PSC regime has evolved into a tool to ensure that safety standards are well maintained on board vessels.
Thome concentrates its focus on PSC inspections and has been at the forefront to assist vessels in maintaining a flawless PSC record.
These efforts include running regular PSC campaigns both onboard managed vessels as well as in the offices, training, internal inspections focusing on safety matters, audits, flash audits, and data sharing to name a few.
Analytics are generated to get meaningful insights into the PSC performance trends of the fleet vessels and benchmarking of PSC performance within the fleet. Vessel movements are monitored daily to provide 24×7 guidance to our managed vessels.
A brief overview of our PSC performance as of YTD 2018 is:
• 426 PSC inspections with 68% of them resulting in NIL deficiencies.
• YTD average for number of observations per inspection stands at 0.93 which corresponds to a 12% YoY improvement.
Various MoUs are running concentrated inspection campaigns (CIC) on specific focus areas. The CIC will start in these PSC regimes on 1st September and last until 30 November:
• Viña del Mar MoU – Auxiliary Machinery
• Riyadh MoU – Propulsion and Auxiliary Machinery
• Black Sea MoU, Indian Ocean MoU, Paris MoU, Tokyo MoU – MARPOL VI
It is imperative that there is a full focus by all in further lowering the number of deficiencies with the aim to get clean reports.
